Lisbon Metropolitan Area to Launch €1.6 Million “Smart Region” Digital Project
The Lisbon Metropolitan Area (AML) has announced the implementation of the “AML – Região Inteligente” (AML – Smart Region) project, an initiative designed to advance the digital transformation of its municipalities through integrated technological solutions. The project has been approved within the scope of the national Recovery and Resilience Plan and will be fully financed with an initial investment of approximately €1.6 million from the European Union's Recovery and Resilience Facility.
The core of the “AML – Smart Region” project is the creation of a digital ecosystem. This will feature a central urban management platform for the integration and analysis of city data, alongside several thematic verticals. These specialized modules will focus on key administrative areas, including public housing, incident management, cultural information, flood prevention, sea-level rise monitoring, quality of life for the elderly, smart parking, and the management of public water, sanitation, and waste services.
This comprehensive solution is being developed in partnership with fourteen municipalities: Alcochete, Amadora, Loures, Mafra, Moita, Montijo, Odivelas, Oeiras, Palmela, Seixal, Sesimbra, Setúbal, Sintra, and Vila Franca de Xira. The stated goals are to improve the efficiency of municipal management, enhance communication and data sharing between municipalities, and bring public services closer to citizens through the development of mobile applications and public-facing web portals.
The project's financing is being managed by the Agency for Administrative Modernization (AMA). The planning phase involved the creation of detailed action plans for the digital transition at both the local municipal level and the broader regional level of the Lisbon metropolitan area. The public procurement procedure for the development of the digital platforms is scheduled to be launched shortly.
The timeline for the project anticipates full implementation by the beginning of the second quarter of 2026. The system has been designed with scalability in mind, which will permit the future integration of all municipalities within the Lisbon metropolitan area, ensuring a unified and technologically advanced administrative framework for the entire region.
