Setúbal Municipality Approves €22 Million Rehabilitation of Bairro Afonso Costa
The Setúbal City Council has officially approved a major rehabilitation project for the Bairro Afonso Costa, committing an investment of over €22 million to the initiative. The project will encompass the renovation of 308 homes and the common areas of 36 buildings within the municipal housing park. The announcement was made by the local authority following a unanimous approval at a recent council meeting.
The contract for the works has been awarded to the company Wikibuild, S.A. This operation is a central part of the priorities established under Setúbal's Local Housing Strategy. This strategy is being developed within the framework of the '1.º Direito' (1st Right) program, a national initiative structured in collaboration with the Institute for Housing and Urban Rehabilitation (IHRU). The project's financing is secured through the Recovery and Resilience Plan's (PRR) Program of Support for Access to Housing.
The total value of the contract is specified at €22.25 million, plus VAT, with the mayor of Setúbal, André Martins, indicating the total cost will be approximately €25 million. The project is divided into three distinct lots and has a stipulated execution period of 360 days. The scope of the construction work is extensive and includes the complete replacement of all roofs and ceiling slabs, the integral rehabilitation of the building facades, and the improvement of interior infrastructures within the municipally owned residential units.
The planned intervention was presented to the residents of the neighborhood in a public session held on August 8th. During the session, officials detailed the process and the expected outcomes of the large-scale renovation. The project represents a significant investment in the quality of public housing in Setúbal and is part of a broader effort to requalify the city's housing stock. The mayor highlighted that this initiative is one of several, with the municipality investing a total of €160 million in the requalification of its neighborhoods. This substantial public investment is expected to significantly improve the living conditions for hundreds of families and enhance the overall urban fabric of the area.
