Massive 'Clarissas' Project in Sacavém to Create New Urban Hub on Lisbon's Doorstep
The Belgian developer Thomas & Piron has officially announced a landmark €350 million investment to develop 'Clarissas,' a large-scale residential and commercial project in Sacavém, located strategically between the Trancão and Tagus rivers. The development, designed by the acclaimed Portuguese architecture firm Saraiva e Associados, is set to transform the area of the former Sacavém military barracks into a vibrant new urban center, signaling a significant expansion of Lisbon's metropolitan influence.
The project specifications detail a comprehensive urban plan covering a total area of 83,400 square meters. The development will consist of 37 distinct buildings, housing a total of 760 modern apartments with layouts ranging from one-bedroom (T1) to five-bedrooms (T5). In addition to the residential units, the plan allocates 9,000 square meters for commercial and service-oriented spaces, alongside 30,000 square meters of public green areas and parks. The infrastructure will be supported by approximately 2,400 parking spaces, ensuring ample capacity for the new community.
The construction timeline for the Clarissas project is structured in phases over eleven years. The initial phase of construction and commercialization is scheduled to commence in early 2026, with the final phase projected for completion in 2034. This long-term, phased approach allows for the gradual and organic development of the community and its integration with the surrounding urban fabric of Sacavém and Loures.
The architectural design, led by Miguel Saraiva of Saraiva e Associados, is deeply influenced by the site's rich history, particularly the adjacent 16th-century Convento de Nossa Senhora dos Mártires e da Conceição. "Our vision was to create a piece of a city that feels both new and timeless," stated Mr. Saraiva. "We are not just building structures; we are reviving a historically significant area. The design incorporates elements that pay homage to the monastic heritage, blending modern living with a profound sense of place. We are re-utilizing this land to give back a public urban park to Sacavém, creating new ways to inhabit a place that was once closed off to the city."
The project is being financed through a combination of the developer's capital and partnerships with international investment funds, reflecting strong confidence in the Portuguese real estate market. Thomas & Piron, with a robust portfolio across Europe, views this project as a cornerstone of its expansion into Portugal. "Portugal's dynamic market was a logical next step for our international growth," said a representative for the developer. "Clarissas is a project of strategic importance, not just for its scale, but for its potential to create a structured, high-quality community. We are committed to a long-term vision that respects local heritage while delivering modern, sustainable living."
Regulatory approvals for the project have been secured in coordination with the Loures Municipal Council, aligning with the Municipal Master Plan (PDM). The PDM specifically identifies the rehabilitation and valorization of the historic convent as a key objective for the area. Thomas & Piron has committed to the full restoration of the convent, which is currently in a state of disrepair, transforming it into a private facility that will be accessible to and serve the local population, thereby preserving a crucial piece of architectural heritage.
The development is expected to have a significant positive impact on the local economy, creating hundreds of jobs during its decade-long construction phase and permanent employment in the commercial and service sectors upon completion. The influx of new residents and businesses is anticipated to stimulate further economic growth and urban regeneration in Sacavém and the broader eastern corridor of the Lisbon metropolitan area.
Initial market interest is expected to be high, with pre-sales campaigns slated to launch in late 2025. The project targets a diverse range of buyers, from local families to international investors and expatriates seeking high-quality living options with convenient access to Lisbon's city center, the airport, and major transportation networks. The development's proximity to established amenities such as the CUF Descobertas Hospital, the Colégio Pedro Arrupe, and the Parque das Nações further enhances its appeal.
The construction will adhere to high-quality standards and modern methodologies, with a focus on sustainability and energy efficiency. The integration of extensive green spaces and public parks is a core component of the project's philosophy, aiming to provide a high quality of life for its future residents.
