Palmela Municipality Approves New Tender for Public Housing Construction
The Municipal Council of Palmela has officially approved the launch of a new public tender for a municipal public housing project in Águas de Moura. The decision was reached unanimously during an extraordinary public session held on July 30.
This new tender process was initiated after previous attempts to secure a contractor for the project were unsuccessful, having received no bids. The development is a key component of the municipality's strategy to address local housing needs.
The project has a forecasted investment of €3,996,226.42. The plan entails the construction of 21 residential units on a parcel of municipal land on Rua Hermenegildo Capelo, situated between Ruas Heróis do Ultramar and 5 de Outubro. This initiative is formally integrated into the municipality's 'Estratégia Local de Habitação' (Local Housing Strategy - ELH).
The construction is financed under the '1.º Direito' program and also receives funding from the national 'Plano de Recuperação e Resiliência' (Recovery and Resilience Plan - PRR). These programs are designed to provide solutions to housing shortages and foster social cohesion within the municipality.
According to the municipal government, the ELH is a central pillar of its housing policy. It enables access to European Union community funds, which are used to expand the public housing supply and support urban renewal efforts.
The municipality stated that this project will help ensure more families can access adequate housing. It cited the high prices in the private rental and sales markets as a significant barrier to housing stability for many residents in the council.
