New €300 Million Residential Project "Clarissas" Announced for Sacavém, Loures
The Thomas & Piron group has officially announced a large-scale real estate development project in Sacavém, a parish within the Loures municipality of the Lisbon metropolitan area. The project, named Clarissas, will be constructed on a 10-hectare site formerly occupied by a military barracks and represents a total investment of approximately €300 million. The development plan includes the construction of 37 apartment blocks, which will house around 700 residential units with typologies ranging from one-bedroom (T1) to five-bedroom (T5), in addition to penthouses and duplexes. According to the developer, the project was conceived to be accessible to the middle class, with initial prices for the apartments starting at €195,000.
The construction is scheduled to commence in the current year and will be executed in four phases, with a final completion target set for 2034. Beyond the residential component, the urban plan for Clarissas incorporates spaces designated for commercial activities and services, alongside the creation of a new urban green park. The project specifications also detail the creation of over 2,400 parking spaces, of which 1,873 are allocated for private use by residents and 554 will be available for public access. This infrastructure is intended to support the new population density and commercial activity in the area. The development is expected to have a significant impact on the historical center of Sacavém, according to reports from the newspaper “Público”.
A notable element of the project is the planned intervention in the Convento de Nossa Senhora dos Mártires e da Conceição dos Milagres, a historic convent located within the development area. The plan outlines the transformation of this building into a modern senior residence, which will include nursing services and facilities for children. This aspect of the project aims to repurpose a site of historical significance into a functional community asset. The developer stated this will reinvent "a place rich in history into a dynamic community life center." In addition to the convent, the nearby Praça da República will also undergo revitalization work, which will be managed through a partnership established between the project promoters and the Loures Municipal Council.
The multi-phase construction timeline reflects the extensive scope of the urban renewal project. The first phase will initiate the groundwork for the residential buildings and public spaces. Subsequent phases will focus on the completion of the apartment blocks, the commercial areas, and the complex renovation of the historic convent. The long-term nature of the project, extending over a decade, suggests a strategic approach to integrating the new development into the existing urban fabric of Sacavém. This project represents one of the most significant residential construction initiatives announced for the northern periphery of Lisbon in recent years, addressing ongoing demand for new housing stock in the region.
