New Clarissas Development in Sacavém to Reshape Lisbon's Urban Fringe
A new urban pole is set to rise in Sacavém, on the edge of Lisbon, with the announcement of the Clarissas development, a large-scale project designed to address the capital's housing shortage. The project, developed by the Belgian promoter Thomas & Piron, will be built on the grounds of the former Sacavém Barracks in the municipality of Loures, transforming the area into a modern residential and commercial hub.
The project specifications detail a significant undertaking that will unfold over the next decade. The development will span a total area of 83,400 square meters and will feature 37 buildings across 10 plots. These will house 760 apartments, with typologies ranging from one-bedroom (T1) to five-bedroom (T5), catering to a wide range of family sizes. The plan also allocates approximately 9,000 square meters for commercial and service spaces, aiming to create a self-sustained community. A strong emphasis has been placed on quality of life, with 30,000 square meters dedicated to green spaces and parks, alongside roughly 2,400 parking spaces.
The architectural vision for Clarissas is managed by the renowned Portuguese firm Saraiva e Associados. The design aims to create an innovative residential community that blends contemporary architecture with the historical identity of the location, which is adjacent to the 16th-century Convento de Nossa Senhora dos Mártires e da Conceição de Sacavém. The project is seen as a vital piece of urban rehabilitation, reinforcing the centrality of the area and breathing new life into the urban fabric.
The development is backed by Thomas & Piron, a Belgian developer that expanded its operations to Portugal in 2018. The company's decision to invest was driven by the dynamic Portuguese real estate sector and a strategy of transforming underutilized land into structuring projects for the regions where they are located. Besides Clarissas, the developer is also advancing projects in Matosinhos and Vila Nova de Gaia.
The construction and commercialization of the Clarissas project are scheduled to begin in 2026, with a phased rollout planned over 11 years, targeting full completion by 2034. The strategic location, which functions as an extension of Lisbon between the Trancão and Tejo rivers, is expected to offer excellent connectivity and convenience, positioning Sacavém as a significant new urban center within the greater Lisbon metropolitan area. The project is a direct response to the increasingly inaccessible property market in central Lisbon, providing a large-scale, quality alternative for residents and investors.
