Almada Mayoral Candidate Inês de Medeiros Presents Program Focused on Costa da Caparica Development
Inês de Medeiros, the incumbent mayor of Almada and the Socialist Party’s candidate for the upcoming municipal elections, presented her electoral program this Saturday. Running for her third and final term, Medeiros detailed a series of strategic projects with a significant focus on the development of Costa da Caparica, a key tourist and residential area in the Lisbon Metropolitan Area.
The program formalizes the candidacy's commitment to advance the extension of the Metro Sul do Tejo to Costa da Caparica and Trafaria. This major infrastructure project is planned in conjunction with the construction of a new intermodal hub at the entrance to Costa da Caparica. The hub will feature a parking facility and integrate a sustainable public transport system to connect the urban center with the popular beach area of Fonte da Telha.
Further development plans for the coastal area include the continuation of a new access road to the southern beaches via Rua do Juncal, which is intended to divert traffic from the town center. The program also outlines the construction of the “Agroparque Terras da Costa e do Mar” and a significant requalification of the seafront. This latter project involves the creation of a new boardwalk and the strategic relocation of beach support concessions.
An urban development consultant, speaking on the condition of anonymity, noted, “The proposed metro extension has been discussed for years, but its inclusion as a pillar of the incumbent’s program signals strong political will. If realized, it would fundamentally alter accessibility and investment calculations for the entire western half of Almada, particularly Costa da Caparica.”

Beyond Costa da Caparica, the program outlines several other key ambitions for the municipality. These include the requalification of the Eixo Central (Central Axis) of Almada, the establishment of a Municipal Police force, and the completion of a Loja de Cidadão (Citizen’s Shop) in the Romeira area. The plan also calls for the construction of a new Health Center in Feijó.
A significant policy goal highlighted in the document is a commitment to housing. The candidacy has set a target for public housing to constitute 6% of the total housing stock by the conclusion of the next mandate, signaling a continued focus on addressing housing affordability in the municipality. The current municipal executive in Almada is composed of five elected members from the PS, four from the CDU (PCP/PEV), one from the BE, and one from the PSD.
