Government Launches €60 Million 'Bairros + Sustentáveis' Program for Green Building Renovation

The Ministry of Environment and Energy has officially announced the 'Bairros + Sustentáveis' (More Sustainable Neighborhoods) program, a new government initiative supported by a €60 million allocation from Portugal's Recovery and Resilience Plan (PRR). This sustainable development announcement is aimed at improving the energy efficiency of the housing stock in the country's major urban centers. The program will finance the energy rehabilitation of an estimated 3,500 homes located in municipal housing districts, historic zones, and designated urban rehabilitation areas within the metropolitan areas of Lisbon and Porto. The environmental standards and certification requirements of the program are designed to achieve a significant reduction in energy consumption, contributing to both national and EU climate goals.

The funding is directed towards public entities, including municipalities, municipal companies, Private Social Solidarity Institutions (IPSS), and residents' associations, who will be responsible for implementing the renovation projects. The scope of eligible interventions is broad, focusing on proven green building practices. These include the installation of thermal insulation, the creation of green roofs, the implementation of natural ventilation systems, the installation of solar panels for on-site renewable energy production, and the adoption of more efficient water-use devices. These measures are intended to improve the quality of life for residents and reduce their energy bills, addressing issues of energy poverty while promoting sustainability.

According to a government statement, the application period for interested public entities will run from August 22 to November 30, 2025. Maria da Graça Carvalho, the Minister of Environment and Energy, stated, “We estimate that the available funds will allow for intervention in at least 3,500 residential units.” The government's projections anticipate that the upgrades will result in a 30% or greater reduction in primary energy consumption for the renovated properties. This program represents a significant government incentive to accelerate the transition to a more sustainable building stock. The long-term savings for homeowners and the state are expected to be substantial, both in terms of energy costs and public health benefits associated with improved living conditions.

A key aspect of the program's financial structure is the provision of up to €15,000 in non-refundable support per housing unit. To mitigate the tight execution deadline of the PRR, which ends in June 2026, the minister also clarified that the program will retroactively accept applications for works that were initiated after February 20, 2020, provided they are documented with official invoices and receipts. This retroactive eligibility is a critical component of the program, designed to maximize its impact by including projects that have already been undertaken, thereby encouraging further investment in sustainable construction and renovation across Lisbon and Porto.
