Chega Candidate for Barreiro Mayor Proposes IMI Tax Cut to 0.3% and Major Urban Reforms
Gonçalo Camacho, the mayoral candidate for the Chega party in Barreiro, has unveiled an 8-point strategic plan for the municipality, featuring significant fiscal and urban policy proposals. During a public session organized by the Rotary Club of Barreiro, the candidate outlined a platform that includes a substantial reduction in property taxes, a plan for housing rehabilitation, and a renewed push for major infrastructure projects.
The cornerstone of the economic policy is a proposed tax overhaul aimed at attracting residents and businesses. Camacho announced a plan to lower the municipal property tax (IMI) to a rate of 0.3%. This policy, if implemented, would represent a significant reduction and could position Barreiro as one of the most fiscally attractive municipalities in the Lisbon metropolitan area for property owners. The plan also includes a proposal to reduce the municipal surcharge on the personal income tax (IRS) for residents from the current 5% down to 3%.
The candidate’s policy objectives for housing focus on urban renewal and increasing the available housing stock. Bruno Maia, presenting the housing plan, detailed a proposal to rehabilitate all vacant municipal-owned housing units without the use of public funds, suggesting a partnership-based model. The platform also calls for a comprehensive review of the municipality's "supported rental" program and a revision of the Municipal Master Plan (PDM) to better guide future development. The plan also includes the requalification of areas with clandestine or low-quality construction.
Regarding infrastructure, the Chega platform advocates for the construction of the long-debated Barreiro-Seixal bridge and the Third Tagus Crossing (TTT), including both road and rail components. These projects are presented as essential for improving mobility and unlocking economic potential in Barreiro and the wider region. The plan also calls for a complete restructuring of the local public transport system.
The platform is built on a promise of "transparent and efficient management." Camacho committed to conducting a full external audit of the municipality's accounts upon taking office, combating corruption, and halting the growth of municipal debt. The proposals signal a clear political direction focused on fiscal incentives and urban regeneration, which could have a profound impact on the local real estate market and investment landscape should the party be successful in the upcoming elections.
