Portugal Reopens Applications for 'Programa Regressar' to Support Returning Emigrants

The Portuguese government announced that as of this Tuesday, applications are once again open for the 'Programa Regressar,' a financial support initiative aimed at Portuguese emigrants and their families who wish to return and work in Portugal. The program, which has already supported the return of more than 36,000 individuals, is administered by the Institute of Employment and Professional Training (IEFP).

The support consists of a direct financial grant for emigrants, or their direct relatives, who begin employment in mainland Portugal. The program also includes provisions for complementary aid to help offset the various expenses associated with the relocation process for the entire household. This initiative is part of a broader government strategy to attract and retain talent within the country.

The eligibility period for the program is extensive, covering individuals who start or have started an employment contract in mainland Portugal between January 1, 2019, and December 31, 2025. The current application phase will remain open until March 2026, providing a long window for interested parties to apply. The support applies to open-ended employment contracts as well as to individuals who create their own jobs or businesses within the specified timeframe.

In a related development, the government also revealed the creation of a new program named 'Voltar' (To Come Back) within its State Budget proposal for 2026. This new initiative aims to broaden the scope of incentives to attract not only workers but also Portuguese investors and retirees living abroad to return to Portugal.

José Albano, the coordinator for the 'Programa Regressar,' stated in July that the program has been successful in its mission since its inception in 2019. He noted that the number of beneficiaries had surpassed 36,000, demonstrating a strong desire among the diaspora to return. For those planning a move, finding support from agents specializing in international clients can be invaluable.

Data from the program reveals that the returning demographic is highly skilled and in a key economic age group. Over 73% of the participants are between 25 and 44 years old. Of this group, 34% are highly qualified, holding bachelor's, master's, or doctoral degrees. Albano remarked that this shows the program is effectively supporting young professionals who previously had to leave Portugal for opportunities, while simultaneously helping domestic companies fill critical shortages in qualified labor.

The program's reach is global, with applications received from Portuguese citizens in 116 different countries. The highest volume of applicants comes from Switzerland, followed by France and the United Kingdom. During the first half of this year, the program processed an average of 405 applications per month, indicating continued and robust interest.

The sustained success and expansion of these repatriation programs are expected to have a notable effect on various sectors of the Portuguese economy, including real estate, as thousands of individuals and families re-establish their lives in the country.
